I suppose it's possible to just torture and mentally obliterate a Vortigaunt to the point of delusion.
Thing is, it was a very grey situation. It wasn't an allegiance thing with the Combine, it was a desire to reduce as much innocent death as possible. Rebels were storming the city, and not just your average John Lambda or Bob Good but genuine militaristic insurgents with a penchant for brutality and a just-as authoritatian reign up their sleeves.
A vort may be able to share that telepathic link and see those memories, but why would a creature with such a vast amount of knowledge let themselves become blinded with rage and hate? There was no vortessence harvesting facilities in that little barely-city, and the Civil Protection there absolutely could've just gatted me. But, they didn't, and we even shared some nice conversations and trust.
Its a reminder that Civil Protection are also just humans in a tight spot. It isn't about the Combine, it's about feeling sympathy for people locked in a regime and unable to leave without dire consequences. Some are more brutal, of course, but I'd see vortigaunts as genuinely having some empathy for Civil Protection and other Synths under the Combine's control
There are probably disconnected vorts out there enjoying having a mind to themselves and would go mad if they re-linked to the vortessence now.
But I would've loved seeing a human connect to the vortessence in one of the timelines.

Well aware that it made me an enemy, wasn't expecting to be welcomed with hugs and kisses afterwards. Admittedly I wasn't intending to ever return to them, but only did so since the archivist got badly injured, needed help, and it was closer to the rebel spot than it was to the city.I, again, really don't get this.
if you wanted to shepherd random people out of the fighting then more power to you; but deciding to shoot back made you a(n enemy) combatant. we've had a bunch of vorts with pro-violence CMB methods in the past and they usually got curbstomped because obviously the state wouldn't support them & all the insurgency (especially the heavily armed, bored core) would band together to kill them.
I've always had more fun playing antagonist characters that end up getting gatted in the end. What's the point in creating someone who just 'exists', who isn't tied into the weird social web of OOC chatter that bound a lot of the groups together. It's no secret that actually getting involved in rebel groups, in any significant capacity, wasn't a purely IC deal. And considering I already had a reputation at the time, I cut my losses and decided to have fun.u couldve done anything else to protect those cops tbf. couldve gone and talked to the rebels after the attack to persuade them to stick to the alliance. worst case u couldve fed info to the cops in secret to help them stay ahead of the ceasefire breaking groups. what did u think was going to happen when u started shooting them?
when u play an antagonist like this u have to be perceptive to player reactions. both so u dont get outed and killed day 1 & so u can make sure ur not having fun at their expense. something something collab writ.

I believe the all knowing Vortigaunt touches upon this. Humans have Vortessence they just lack the third eye to access it.if the theory of the vortessence basically being the weave that ties all life together is true, then humans effectively have vortessence, it's just so latent that they can't access it
