This raises a question - how old does a character have to be in order to be able to PK people? What would define this? How does this work in an event environment which only lasts a couple of days?
Is it fair for event chars to PK normal chars at all? Should the Senators also be event chars? Should conscripts be allowed to only apply with pre-existing characters?
