they seem completely in their whole bubble. I can interact with CWUers and UMers and Cabbers-but not UIL. Now I dont know how CW was like, but in LP I remember WI/whatever the fuck name it kept having/ as...existing? I don't know. They just seem ephemereal

no it's not that, it's just in LP they seemed to exist within the life of the server. it's like they dont here, in my perspective
