Steam and Spongebob were becoming a thing at around the same time, and that song is heard in an early episode of Spongebob, so reruns of the episode are probably how the song got popular and crept into videos for games on Steam.

Tastes in meme music seemed to get ironic in later years, with heavier usage of serious songs like Darude Sandstorm.
