Arma 3 Missing File Privileges

Yeah, basically I'm trying to install Arma 3 again, yet whenever I try to do so, I keep getting this issue

I tried fixing it myself by;

• Running Steam as Administrator
• Fixing Steam Library
• Changing download region

nothing worked, I am in need of help

i tried whatever google suggested but never got to a solid solution

Based on my scientific knowledge (google) you should try ending "igfxEM module" in the task manager, if that doesn't work try changing the download region in steam

the module doesn't even show up so i can't disable it

already tried changing regions tho
