I'd like to take a moment to address our adversaries directly.

Yes. I'm talking to you - the so-called resistance across that bridge. I have a question for you - what do you think the refugee death toll in Geneva looks like right now?

Supposed saviors of humanity, marching up here with armies of fanatics and artillery units. Encircling us until innocents who've had nothing to do with this struggle begin to starve- commencing bombardment, untold infrastructural damage, triggering Xen outbreaks- ruining the decent, comfortable lives of our denizens where there wasn't any need before.

Is this how you take over a city? Is this the example Freeman set for you, before he abandoned you at your darkest hour? Is this how it's going to be like for every city you tour in the name of liberation?

And for those who aren't as inclined to humanitarianism, I ask you of this: When you're done here with your mission of conquest, will there be anything left to liberate? Will you really be standing on a pile of rubble, rotten spores and severed limbs buried beneath, and call yourself a sustainable ruler of the world after the Combine?

You have dethroned us from the seat of global dominance already. The world no longer belongs to Our Benefactors. City 24 is the last surviving urban center of this region. We pose no active danger, beyond acting in the defense of our city. We have no 'oppression' to cast down. No reinforcements to bring in. We have nothing we can give you except mutually assured destruction.

We have alternatives. You need not fear the tyranny of the old order, only welcome the opportunities of the new.

We offer you a chance to be better than this.

We seek a ceasefire.

The Security Council will assemble a small delegation to send to District 1 Bridge at precisely 00:00 hours Geneva Standard.

We ask for the leadership of all resistance elements contracted by Lambda to put their best foot forward and discuss the terms of this ongoing struggle - if not an end to it entirely.

Do what is right.

Be there.

CONDITIONS

1. Active hostilities between CMB:C24 and LAMBDA-affiliates will cease until 03/04/2023, 00:01 hours Geneva Standard. [1]

2. Ground teams will not employ shoot-on-sight policies during patrols to deserviced areas. Condition SAFEMAN is now active. Refer to Ordinals for extended directives.

3. Standard socio-stability protocols will be maintained in non-deserviced areas.

4. Armistice violators in local garrison will be summarily dealt with by command units.

5. Armistice violators of anti-citizen origin will be summarily dealt with by LAMBDA-affiliates. [2]


[1] 'Active hostilities' refers primarily to extended conflict situations. Passive hostilities permitted with Ordinal discretion.
[2] Multiple allowances to be made for possible negligence. Ceasefire Stability Readout instated to keep track. Deliverance of suspects to Overwatch encouraged. Removal of suspects from the area demanded.


COOPERATION

1. Priority work-cycles will permit anti-citizen individuals entry into socio-stable areas for conscription into labor mandates.

2. All anti-citizen entrants must submit to identification checks for temporary hostile-status revocation.[1]

3. Hostile-status will be reinstated with a five minute warning at the end of a priority work-cycle.

4. All labor mandates around infestation zones are classed as priority work-cycles.

5. Final discharge cycles of several biotics will be delayed to 03/04/2023, 00:01 hours Geneva Standard.


[1] Contraband is to be confiscated on entry without prosecution.

1. Terms and conditions will be renegotiated on 02/04/2023

Statement from the Security Council
Announced by Mearsheimer

Today marks the end of the ceasefire negotiated with Lambda. Following yesterday's events, there shall be no further chances afforded to the insurgents within this city.

Countless times, they have acted in bad faith, going so far as to risk biological warfare, while we have even-handedly dealt with those within our own ranks that threatened the armistice.

Countless times had they been forgiven, had we excused with courtesy what was promised to us as lone actors. That has ended. Today, the silk glove is removed, exposing the gauntlet underneath.

To those terrorists that lurk in Geneva: you have neglected not only the peace that the armistice was to bring. You neglected your own conditions, promises made to you about the safety of certain brothers-in-arms.

The Council will act, freed by your own negligence of any fault. You have sown the seeds of your own destruction. Prepare for recompensation tenfold. That is all.​
