IMO there should be like one or two spots scattered in each "zone" of the island.
Bus Station and Pillbox Hospital are also kinda right next to each other, too. Pillbox Hospital spawn could be depreciated.
The Del Perro Pier could be a spawn, somewhere around Legion Square / Alta Street, Paleto could use a couple spots too I think, maybe even the hospital or PD up around Sandy Shores?
