Bug: Some Citizen animations for Cop such as /actstand, /actlean randomly do not work. I believe is because the citizen animations share the same name as some cop ones, causing overlap.
Fix: Just go into the code and for cops, change /actstand to /actthreat 2 or /actponder or something. Same for /actlean, just change it to /actleanbaton and this should allow us to always be able to use /actstand 1, 2, 3, and 4 as well as /actlean 1, 2 and 3
