While in the meantime, the job script has been adjusted to now prevent this approach, but I feel it's worth preserving, and accounting for in-play instead.
For this suggestion, successfully putting the chop shop target car on your tow truck should ping the police scanner in the same fashion as picklocking would, covering the concern in quietly stealing chop cars out of the city.
there's trade offs in both methods,
Regular chopping can remain low profile even with the police ping of the theft, as long as you can drive low profile, or find hiding spots, but you are at great risk when in populated areas or in the open.
towing gives you the advantage of having the car ready to move away quickly, although that comes with the trade off of being slower and more obvious at a distance
I reckon they can co-exist, and more approaches should be fun too.
