Suggestion Chop shop | treat target cars like regular npc cars again

As part of recent changes to make chopping more difficult to immediately escape with, target cars were made to function like player owned vehicles,

unlike npc vehicles, you cannot break open windows to get into the car, so you first need to lockpick the doors to get inside, and then lockpick again for usable keys to enable the engine.

This is now the process for target cars in chop shop jobs, and in my opinion, adds a layer of complexity it does not need,
Since all target cars only spawn in the city now, its already by default more of a challenge to escape without detection, and npc heros that will attack the player and guard cars is already in place as more organic and random delay to the escape.

From my last several runs with chops, I've had roughly 6 instances of being caught out with the stolen car, resulting in a abandoned job from either the escape or surrender. So I'm personally not convinced this additional step is needed.

One additional bug does exist that adds issues, which is a delay in picking the engine, as the ui for picklocking says its unlocked already after getting into the car, this seems to require a extended wait or entering/ exiting the car multiple times.
