Summary: On occassion the Chop Shop vehicle that should be within the circle does not spawn at all. I spent 20 minutes looking around for the car, whereas the first few rounds of the area the car park was empty and the car was nowhere to be found, after 20 minutes the same car park became populated and filled with cars, where I found the car that I needed.
Expected result: The car is there from the moment the mission is picked up.
Actual result: The car sometimes will not be there.
Steps to reproduce:
1. Be unlucky
2. Look everywhere possible for the marked car
3. Can't find it
4. Drive past the same empty parking lot three times
5. Eventually drive past the same parking lot except this time it's full of cars and you find your vehicle there
