Bug In Question:
Seemingly upon hitting rep level 20 in Deliveries, it no longer works. Either the packages can't be accessed, or when you get in the vehicle, not all (or none) of the drop offs spawn.
How to Replicate:
Grind out Deliveries until Rep 20, then try and do another.
