It's based on spots that open up, usually when people are removed, resign, etc. from the CP faction.

I saw many ones getting blacklisted, and, one other question, dude, is the application format at https://nebulous.cloud/threads/civil-protection-application-information.13249/ be used in the next Application? Or it will be different? Because I simple made it doing the best I can, and my one looks amazing, I would not like if the format get changed at the next one.

Yes, the CP application is the format, though the format may change before it is opened again, so you have to keep aware of that.
