Divided by war, forged again through occupation, the Korean peninsula is now recovering from the failed Pyongyang uprising of 2026.
The desolated city of Seoul now looks to the world for aid in its reconstruction; City 17 will answer that call, contributing labour, political leadership and security to Korea.
But Seoul is not Kiev. This city is ran by three major power blocs - the Combine government must compete with the powerful Chaebol and Zaibatsu associations, businesses with strong ties to the criminal underworld. Corruption is rampant and endemic to the culture, a mess of shadow economics and reprogrammed Juche propaganda.
Work for or against the factions, complete dynamic quests that respond to player choices - or forge your own way in the city where the only the strong can make it.
The fate of Seoul lies in the hands of its people - only they can determine the outcome as the city inches its way towards a full-scale civil war...

Factions

Seoul was reoccupied by Combine forces over a year ago. Since then, a fractious military governate has ruled over the war-torn peninsula. Now, as the city approaches its date for reclassification as an urban centre, the Civil Reconstruction Authority, supported by an outnumbered cohort of Civil Protection, must oversee this peaceful transition.
They find themselves at the centre of a growing conflict between the two banking clans of Seoul - the Chaebol and Zaibatsu. Corruption in their own ranks run high, they must be seen to play along, even while they plot their eventual victory over the gangs and the restoration of Combine supremacy.

CHAEBOL
The South Korean banking clans unified in the wake of the Pyongyang Uprising, forming the Chaebol. Specialising in logistics, as well as narcotics and illegal electronics.
Enraged by the Japanese territorial encroachment, and the newly formed Civil Reconstruction Authority, the Chaebol look to undermine their opponents through espionage, along with legitimate political means.

ZAIBATSU
The Japanese money clan and crime syndicate took advantage of the chaos on the Korean peninsula to firmly establish themselves as the rival to the Chaebol. The Zaibatsu has cornered the market on Xenian products, gambling and bootlegging.
The Zaibatsu, operating under a strict code of ethics, refrain from direct violence themselves - and will seek to use proxy syndicates to inflict damage on the Korean Chaebol, while looking to coexist peacefully with the Combine authorities.

OOC Information
Any changes in this event to the server's meta or gameplay are temporary in nature - they will only last for the event itself and will end when it is over.
This event will be 1 week long, with room to extend if seen necessary.
This will be a 128 slot event using the main server.
It will be a citizen based event - the 3 factions operate like quest givers. They will recruit and use citizens to drive the story based on the actions of ordinary players - success or failure is determined entirely by the actions of players.
A limited number of CPs will be whitelisted for the event.
The standard guidelines CPs use in City 17 will be changed considerably to suit this temporary setting. This means that some items/actions that are illegal on the main server will not be illegal in Joseon.
A maximum of 5 CAB will be accepted to lead the Civil Reconstruction Authority
The focus of the event will be on citizens and Union presence/security will be rolled back - for this reason all rebels who have end-level gear (something more than a USP, for example, or a rebel suit) will be asked not to flag on for the event.
There will be a focus on melee scripts during this event, not firearms. There will also incentives for non-lethal combat given via the quests.
We expect all citizens and rebels to not abuse the fact that we are limiting CP numbers - that means abusing shotcops for scripts is going to be punished severely.
The event will operate on the basis of the server's current rules, including rules around PKs. These are subject to some temporary changes.
This event takes place in a corrupt city rp environment, while we would encourage faction leaders to consider loosening rogue auths for the duration of the event - it remains the decision of individual faction leaders.
No refunds will be issued from loss through the event.
