As the title says, make it so player owned vehicles that have been purchased properly through PDM or any other future vehicle dealership (possibly rented vehicles as well) unable to be stolen with a lockpick. I don't know if there's plans to make stronger lockpicks or anything in the future, but ideally player owned vehicles would either be impossible to or much more difficult to be picked.
The reason I argue this as a feature is that there's already a plethora of locally sourced vehicles lying around waiting to be stolen if someone needs a ride, and the concept of saving up/working up to being able to buy your own vehicle, which is a fairly lucrative investment, only to park it outside of Burger Shot for 5 minutes and have it stolen immediately would be quite frustrating. The whole process of having to go and track it down afterwards would be really annoying, especially if it's totaled and you then have to fork out the cash to have it towed and repaired.
I don't think it would hamper other people's gameplay to much too not be able to steal 1 out of every 100 cars they see on the streets. There's still a ton they can discreetly steal for their own personal transportation if they're in a bind, and it would prevent a lot of frustrating situations that would ultimately make buying your own car feel almost meaningless and unrewarding.
I still think it should be possible to steal a player owned vehicle in certain situations. If you leave your engine running with the doors unlocked, there shouldn't be anything stopping someone from taking it. I personally think it would be nice if you at least needed some kind of justification to steal their personal vehicle since, as I've mentioned before, there's no shortage of cars in the city, but I understand some people might disagree with this idea and so I'm open to some compromises here and there so long as the general premise remains that if you're being smart about keeping your car secure it should be either impossible or hard to have it stolen.
