Fixed Medical stat stuck at 25%

Description: Since getting the medical flag, my medical knowledge has not increased from 25% (7.5). Since being on 25%, I have used 4 IFAKS on people and nearly an entire surgical kit, yet at 25% I remain. I'm not sure if it has anything to do with medical flags as i only noticed after I had them.
Steps to reproduce: Heal someone and watch your stats not go up.

Bump, this is an issue, I've healed a bunch of people now with the Medical Flags and my Medical Knowledge is 0 still. So either the Medical Flags don't account for when you use med scripts or it's just plain broken as a stat
