Rejected Motorcycle peds attack you more often than not

When stealing a car, I'm willing to bet that almost every time, they will get out of the car and run away.
When you try to steal a motorcycle, I find that very often the locals try to fight me no matter what.

I'm not saying this needs changing, but tuning could be considered. They must be thinking that I'm picking a fight rather than jacking their vehicle.
