For any particular job which has required objectives to complete such as chopping, postal and trash, it may be useful to incorporate a reputation loss for abandoning and not completing jobs.

This would more specifically hit jobs like chopping where abandoning and losing vehicles is a potential outcome based on police detection/ response, but also as a means to add cost to re-rolling jobs for more favourable locations.

Except often you're forced to abandon chop shop jobs because the car is just not there, even after spending 30+ minutes looking everywhere in the area

The punishment for abandoning a car because of police activity is you're already wasting your time trying to evade and in all that time you're not making any money

It is/was planned but just not implemented yet for jobs to have reputation loss on specific failure conditions

Pretty sure this is against the rules anyhow
It is.

with how goofy some of the car spawns can be with the new chop shop locations (i've seen cars spawn on roofs of random buildings or in alleyways so tight you literally can't reach the doors) you do occasionally find a situation where you have no choice but to reroll the job location, either because the car is near impossible to find or because it's spawned in some inaccessible place

but that's something i've only done after already going to the job site, searching for 30 minutes and finding fuck-all
