Meeting guidelines have been formalized.

Decisions Reached:
48; theft introduced under anti-civil activity level one through Security Council resolution.

27; attempted crime introduced under anti-civil activity level one through Security Council resolution.

Restrictions on public pacifications lifted - extreme methods shall still be utilized in secluded locations.

Two officers may nominate a refugee for citizenship. The Council will review said request.

A fabricator for ammunition and batteries will be installed in a selected apartment block. The workforce will be conscripted for its construction and maintenance. Upon the Unity Complex being cleared, more will be outfitted there.

Ration coupons will be repurposed and handed out by CEC offering a one-time discount for meals in officiated establishments.

Future meetings involving the affairs of Civil Protection will welcome the presence of one Rank Leader to advise the Security Council, afforded four [OOC] minutes to air their opinion, then granted early leave once a decision has been reached.

CZ-4 is no longer a 603; UNLAWFUL ENTRY zone for all classes. The camera located between Club Flatline & the kebab shop will be deployed in a more strategic area in CZ4.​

Decisions reached:
The City Center of Geneva is to be immediately mobilized for total war. Barriers, hardpoints, and other surplus fortifications are to be erected immediately, most heavily near the bridge

The Overwatch Transhuman Arm will be permitted onto the bridge with Ordinal supervision, where barricades are to be emplaced for their safety.

Businesses are required to report revenue every three (3) days. Failure to cooperate will result in speedy foreclosure and replacement. The first revenue report is due by Saturday.

Should a firefight extends past 30 minutes, the Security Council is afforded the ability to order Civil Protection to retreat through an on-the-spot majority decision between all presently available councillors.​

The Emegency Administrative Authority of the Overwatch Security Council declares Geneva under complete and total martial law. All civil statutes located within the Municipal Constitution are hereby suspended. Overwatch ground forces are fully authorized to pursue all means necessary to reclaim City 24 and reapply sociostability. All regulations hindering this goal are hereby nullified. Excessive force is now authorized. Wartime civilian status is now void. All remaining workforce loyalists are to be mobilized. Failure to comply will brand the subject anti-citizen. Extrajudicial punishment has been authorized at the discretion of Overwatch.

Decisions reached:

Overwatch Ground Forces
40,000 tokens will be allotted to Civil Protection for equipment, resources, and salary.

Workforce Mandate
The Combine Engineering Corps and Infestation Control are heretofore merged into the Combine Workforce Mandate, including their treasuries. 10,000 tokens will be afforded to them.

The Eurasian United Workers Union is voluntarily dissolved and enlisted as the Workforce Mandate's leadership.

The former leadership of the Engineering Corps and Infestation Control are elevated to an advisorial position within the Workforce Mandate, former members are made to reapply.

Health
The Secretariat of Healthcare is formed. The Mandeville Family Practice will select one manager to fill the vacancy of Health Secretary who shall receive extended medical supplies for the treatment of civilian casualties incurred by resistance assaults.

The Health Secretary will volunteer Mandeville workers, associates, as well as willing residents to distribute military-grade bandages to Civil Protection and the workforce.
Two (2) bandages per officer, one (1) per citizen.

Policy
A ceasefire is to be offered to and negotiated with Lambda-affiliated militias within the district.​

ARMISTICE OF GENEVA


CONDITIONS

1. Active hostilities between CMB:C24 and LAMBDA-affiliates will cease until 03/04/2023, 00:01 hours Geneva Standard. [1]

2. Ground teams will not employ shoot-on-sight policies during patrols to deserviced areas. Condition SAFEMAN is now active. Refer to Ordinals for extended directives.

3. Standard socio-stability protocols will be maintained in non-deserviced areas.

4. Armistice violators in local garrison will be summarily dealt with by command units.

5. Armistice violators of anti-citizen origin will be summarily dealt with by LAMBDA-affiliates. [2]


[1] 'Active hostilities' refers primarily to extended conflict situations. Passive hostilities permitted with Ordinal discretion.
[2] Multiple allowances to be made for possible negligence. Ceasefire Stability Readout instated to keep track. Deliverance of suspects to Overwatch encouraged Removal of suspects from the area demanded.


COOPERATION

1. Priority work-cycles will permit anti-citizen individuals entry into socio-stable areas for conscription into labor mandates.

2. All anti-citizen entrants must submit to identification checks for temporary hostile-status revocation.[1]

3. Hostile-status will be reinstated with a five minute warning at the end of a priority work-cycle.

4. All labor mandates around infestation zones are classed as priority work-cycles.

5. Final discharge cycles of several biotics will be delayed to 03/04/2023, 00:01 hours Geneva Standard.


[1] Contraband is to be confiscated on entry without prosecution.


RENEWAL

1. Terms and conditions will be renegotiated on 02/04/2023

2. Armistice may be nullified at any time with discretion of Head Councillor.
