Fixed /setnickname doesnt work properly

Description: /setnickname does not work on characters that don't have you F3'd, defating its purpose
Steps to reproduce: /setnickname an unknown character
Additional notes: Immediately after getting F3'd the nickname works.

I use this a lot and most of the time it doesn't work.
Sometimes I'm able to do it on chars that have not F3'd me (how it's supposed to be) but 9/10 times it doesn't let me.
