The degeneracy, incompetency, and unprofessionalism within Garrison 314 has run rampant and unrestricted. Subsequently and successfully penetrating and corrupting our operations to a futile and bitter state. It is with this vital neglect that we failed to fulfil our mission and uphold the order and authority over the City 24; the fine city is now ruled by barbaric elements that prosper by celebrating and feasting upon the corpses of our compatriots. We should be eternally grateful for the second chance that has been bestowed upon us by the Earth Administrator, Dr. Wallace Breen. His graceful pardon has spared us from the deadly repercussions of such an embarrassing act, but let's not ponder too negatively on our actions of the past as it serves as a grave learning experience for us all. An opportunity to reform and adapt in order to regain our renown and credibility as the Garrison 314.
The stubborn, blind, and ignorant actions of the Overwatch Security Council have betrayed the integrity of Garrison 314. To read about the arrest of the now-former Head Commissioner Mearsheimer; who now sits comfortably within the custody of the same Insurgents to whom he once shook hands with - presents a rather cold ironic tone. It brings into question whether the arrest attempt on behalf of Alexander Goran, a former Rank Leader, had a sense of validity behind their actions that were otherwise mislabelled as a conspiratory coup. This shows that the rampant corruption and intrusive thoughts have cut deeply into our system with little to no exceptions, and it has become our responsibility to coagulate and expunge it.
The miserable past will haunt us, however, it shall not encumber us. It is our priority to ensure that the law and order is maintained within Garrison 314;

- In Unity we stand. In Uniformity we do.
- Full loyalty and allegiance to the Benefactors.
- The Operational Dossier will be in effect indefinitely.
- Protocols and regulations exist for a reason and thus it should be strictly abided.
- Finding and removing malignant elements is key to removing degeneracy.
- Combat readiness and training is key to increasing competency.
- Discovery and correction of misbehaviour is key to increasing professionalism.
The observation, surveillance and policing of the Garrison of 314 is our priority. As Custodians of the Protocol, it is our responsibility to ensure maximum efficiency and swift operation of the garrison while at the same time mitigating the risk and liabilities that may arise from corrupt, conspiratory or autonomous elements. It is our objective to make a competent and reliable functionary out of everyone that is assigned to the garrison.
It is with the affirmation of the status of the Earth Administrator that we can believe and trust in the restoration of global social-stability. The insubordinate bureaucratic entities will be disciplined for their irrational acts and tamed to enact the interests of the Benefactor once again. Law and order will prevail once more and the dubious and intrusive thoughts of a facade of so-called “Freedom” will cease. The same Facade which has divided the Old World with dotted borders - serving no purpose but to create a basis for war and limit the liberties of its own citizens for sake of national values. A world ruled by thermonuclear capabilities and chemical weapons regardless of status quo.
