Are rebreathers cosmetic? and how do you get them for your character?

If you mean the rebreather that does not use filters, it is not cosmetic and is extremely expensive due to the fact that you no longer have to use filters.

If you mean rebreather by the masks? They have protection values as well as armor that protects you, and can be used to equip filters through gas zones. From memory, the black suit (normal) is 15% protection (thats how much is taken off a number amount when your shot at), and 100 armor (think of it as a secondary health bar).
