Well, I didn't say they gave up. I'm just saying that they're backing off, as they removed Steam Machines from Steam front page (happened in april this year).
Also, according to https://distrowatch.com/table.php?distribution=steamos last update was in march, so it's hard to talk about development.

they may actually be refining Steam Play and using that to make up for lack of SteamOS/Linux support so they make it a far more viable platform without having to harrass devs for support
