when using photoshop grain motion blur snow effects you need to use an eraser tool to mess with the snow's opacity in certain areas

also maybe warp so that the snow isnt so carpet bombed all over the image

if you want my advice, grab some snow brushes

photoshop editing, add bloom to the flames and up the intensity of them in post processing
