When we have a second server that can sustain a playerbase of conscripts that won't piss about or just use the faction to gain a headstart on tokens or LP or act like CP2.0

The faction was brought to city as a side thing for them to do when not in canals/coast/outlands it shouldn't be a main thing conscripts are there to do
