staff intervening with what players are doing isnt really something we do unless its breaking the rules

That's not what I mean. If a group really does get too powerful, and the server becomes boring as a result, you just make the environment more challenging. Let's assume the group is running the city, but suddenly there's a famine. The group's resources will have to be stretched thin in order to compensate, and keep the people alive. If they succeed, then fair enough. They have proven for a time being that they are somewhat competent and organized, and they have interacted with the city in a positive way. If they fail, and people starve, then there will be a revolt as there usually is.

Communities should come together and cooperate and offer different flavors of the same product. The issue comes when a community prefers belligerence over diplomacy. Nebulous has so far gotten along well with most communities. As per WN, I have no clue what their relationship with other communities is nor I care enough to find out.

Nebulous isn't "at war" with WN for the playercount or anything of the sorts. At least it wasn't last time I checked months ago. Whoever feeds their own ego bragging about how they will dethrone every Modificación Gerardo (et cetera) community out there should have their head checked cause it just ain't ok.

Nebulous is in competition with willard for players though, it's plain as day. I'm not one to say that anything should be done about it since I just got here, but ignoring reality isn't gonna do anything.
