So honestly? Yeah, it is really.

theres a fine line between high elo grandmasters transcending humanity and messing with the inhabitants of an alien occupied earth in relative anonymity (as far as I can grasp thats what was going on) and consistent terror attacks in ongoing warzones monitored by whats left of Combine command and Lambda affiliated groups without so much as a report on their presence with chemical ballistic missiles, likely extraordinarily rare military grade ordnance

I mean how can you really say a thing makes sense if you don't really know the full story behind it

Like if you want criticise the choice of plot device or whatever, that's fine - but it's probably best to wait until you know what the full story is.

Besides it's HL2, it's got huge reaches and suspensions of disbelief from minute 1
