The current tab he has open is full-sized, the other is not. You can edit tabs in chrome, as can extensions you download; or chrome itself when it isn't recognizing your resolution or the resolution of its' window.

It is very much why. When you post on here, it is expected you have a solution, so find one next time you respond before wasting this gentleman's time.
