realize that but in the marines as long as you get a 77 on the asvab you can qualify for officer programs such as the NROTC once you hit Sergeant and it does the same thing, regardless of age

ROTC programs are strictly college student only, or those in military schools (Not including JROTC), as they come with a mandatory enlistment if you complete the program. We have Officer Candidate School for those who are either already graduated college with a degree or are already NCOs but qualify for the program.
This is how it works essentially across all branches.
NROTC, as the example you used, is just a college program that prepares you for officer's school at Quantico (in the case of NROTC) once you hit your junior-senior year in college.
For newly commissioned officers, there is an age limit, you have to be less than 30 years old and older than 18, and they generally prefer applicants that are less than 28 years old. And on the ASVAB you definitely need higher than a 77, you need at least a 115 minimum. You also need a minimum of a combined SAT score of 1,000 for verbal and math skills.
Instead of NROTC, NCOs to go to OCS at Quantico. You NEED to have a bachelor's degree or be a full time student while enlisted (I do NOT recommend going to college full time while going to OCS). There's an exception for those with associates degrees if they're solid marines and requires a nomination by their CO.
