The people of Agora have had their rights and neutrality infringed today by the forces of the Combine Civil Protection arm. Agorans have been searched and stripped of their weaponry which they have a right to bear.
We remind the Combine that while they may hold the town; we are free to trade, bear arms, and enforce the neutrality within our borders.
Cease these infringements on our people and those who wish to trade within the town, we will not tolerate the negative impact on our business. Refusal to cooperate will see us close our markets to Combine forces, we will shut off our generators, and impede munitions production.
Do not let this escalate, respect our neutrality, and we shall respect your occupation.
To the Combine garrison, the free people of Agora show gratitude for the cessation of searches and infringement on our trade and markets. The Agoran population is pleased with the treatment that Combine forces have afforded them and will continue to trade freely, and allow open access to the garrison. Although, we ask that Combine forces refrain from carpet bombing the town again with mines in the future.
To the Bucharest-backed resistance cells in the surrounding valley, we ask you to cease actions that bring war and turmoil to Agora. While our borders and markets are still open to you, we do not wish to involve ourselves in your struggle and ask that all attempts at uprooting the Combine garrison be diplomatic in nature only. Although we are met with occasional antagonization at the hands of resistance fighters, we will maintain our neutral stance and not discriminate against your forces.
Finally; we remind both the Combine and the Romanian-backed rebels that Agora is a neutral zone. Violence is not tolerated, and action will be taken to discourage further hostilities within the town.
