The conditions for which allow you to handcuff players have been specifically limited to the following circumstances: the player is tased, the player is tackled, the player is surrendering (applies to certain unspecified animations) or the player is incapacitated. It would be ideal if we could handcuff players that are standing in place; players that are not moving, walking nor running. It is somewhat awkward to ask players to perform a specific emote in order to slip them into handcuffs - especially in circumstances where the player appears to be unable to move around or interact with their surrounding environment.
I understand that the recent changes have been the result of what seemed like cases of over-ambitious handcuffing or something of such degree. However, I think it is a bit inconvenient that we cannot handcuff players that show no resistance or difficulty in what otherwise appears a straightforward handcuffing opportunity given their lack of movement.
