Avatar file size is too large. Or is it?

Currently I am getting this error whenever I try to upload a new avatar on Nebulous.cloud

Here is the avatar i'm trying to use which is currently weighing in at 180kbs which is obviously less than 293kb.
Any help would be appreciated.

It has something to do with the frames in gif

If it has too many it usually says no
