Bug Bleeding out doesn't show respawn timer v2

In continuation to my last report:

Description: I got incapacitated and the respawn timer did not show

Steps to recreate:
1. Crash my motorcycle
2. Fall off and start bleeding
3. Run around for half a minute, bleed out, incapacitated
4. "Wait for emergency services, or hold E to respawn" completely skipping the respawn timer stage
