Fixed Bleeding out without paramedics doesn't show respawn timer

Description: Bleeding out while there are no paramedics has a visual bug where it doesn't show a timer to respawn but instead says that you can do it instantly, which is not the case as it still requires you to wait but the timer is not shown.

Steps to recreate:
1. No medics on
2. Bleed out
3. Become incapacitated
4. Watch as the text doesn't show a respawn timer, instead it tells you to hold E to respawn but it doesn't perform the function so it still needs you to wait but doesn't say for how long

This is actually a bug unrelated to paramedics being on duty.

It may have been fixed with yesterdays update so please let me know if you experience it again.

I'm going to set this as fixed due to no new reports but recreate it if you have the issue occur again.
