Serious Broken Hl2rp Startup Menu

For some reason, after I came across the Window's Can't Repair screen of doom and fixing it with a windows 10 disc. I've been having some problems that I never come across, like everything starts buffering when it launched to desktop for one minute and a half, and having weird bug that I'm having.

In Hl2rp, whatever the startup menu pops up and hoover my mouse to any of the buttons, it won't flash and whatever I clicked on them it like alt tab's out of the game. Is there anything that fixes the issues that I'm having?

And my mouse becomes very less responsive when I launch the game, even if it the game stopped running I still have these problems. And my mouse cursor becomes visible in-game.

Care to post some general system specs? RAM, disk space remaining, CPU, that sort of stuff. Have you had any problems before, or has it been smooth sailing and then suddenly everything went to hell?
