Serious Can an Avatar Roleplay server Work?

Just lets be clear that I am talking about the TV show.
So basically I find the Universe of Avatar very Interesting, especially the small things that we didn't got a lot of information about. So I started to get curious and thought about how roleplaying in that world would be like.
So do you think that a Roleplay server in the Universe of Avatar (Either during Aang's time or Korra's) could work? Don't think about things such as a fitting Map/Playermodels/Props/SWEP's just about the idea itself and how it could go down if we had all the necessary Addons.

I loved both the original Avatar series as well as the Legend of Korra, but unfortunately, I don't think it could work as a Garry's Mod roleplaying server, for a couple reasons. Bending any element is a literal superpower, and in the hands of roleplayers, it would be very OP. Many roleplayers would want to be known as powerful benders, and pissing contests with other RPers to establish this would result in a lot of arguing that could threaten the whole idea.

I also just don't think it will attract as many roleplayers as HL2RP or similar concepts. Garry's Mod roleplayers aren't a huge community, and a narrower portion of them might like Avatar enough to be a regular Avatar RPer. I don't think any server would get the population it would need to stay afloat.
