Add functional CCTV cameras at major locations (grocery stores, banks, police stations, etc.). Whenever something like a shooting happens, store robbery, bank robbery or other notable crime occurs within the vicinity of the camera, it starts to record something like 20-30 seconds. Police can then head to the location and review the footage.

I imagine to not make it too taxing on the server, there'd just be a handful of screenshots taken from the perspective of the security camera which can then be reviewed like it's stop-motion to get an idea of what transpired. Cameras can be shot out or whatever.

I would prefer the system would be similar to Space Station 13's fingerprinting system. Where the fingerprints are obscured rather than non-existent.
I imagined that fingerprints were caught by getting from something else such as a gun (and not using ink than paper and actively taking someone's fingerprints) would either have a small chance of getting a 'good enough print' to ID someone with the machines but a majourity of the time (or all of the time) would only be able to be compared to other fingerprints if they match.

This way they aren't OP enough to insta-ID someone (often) but if we catch you nearby and check them against each other we can figure out it was you or that it matched prints gathered at another crime scene (if we check the prints against those)

I imagined that fingerprints were caught by getting from something else such as a gun (and not using ink than paper and actively taking someone's fingerprints) would either have a small chance of getting a 'good enough print' to ID someone with the machines but a majourity of the time (or all of the time) would only be able to be compared to other fingerprints if they match.

Also a good idea, though then the question would be how would you know the fingerprints came from the same hand. In the end though I'm all for more methods of getting evidence that actually involve more direct action and work at or outside of the scene. Detectives gotta jump in at some point.

Alternatively, you could just make it a pain in the ass and make a cop go through the entire database to see the closest matching fingerprints. If you have any PoIs in the case, you could also try their fingerprints to see they are similar.
