i think i've finally fixed it
it seemed i was connected to both ethernet and wifi at the same time
and having moved my PC caused my ethernet cable to become loose, causing occasional loss of connection
my PC would freak out and lag itself half to death whenever the ethernet cut out because it was simultaneously online and not online
seems good now that i've put the ethernet back in securely
