Fixed CPs make noise with /pm

Description: When CPs attempt to utilise /pm. It causes them to emit a ping. This is not the case when using /me, /looc or /ooc. It should be the same case for /pm too.
Steps to reproduce: Simply use /pm as a CivPro.
Additional notes: None.

I think it used to do this for /help too although haven't checked since the restart
