I still think that a longer black mesa-esque tragedy set in some kind of isolated environment works best because not only do you have the immediate impact (shit fucking up) you have containment efforts, the failure of those containment efforts, gradual escalation in the surrounding states, to the collapse of civilization all set over the course of a few months (or however long you wish to run the server).
when things get scale, just timeskip a bit, have people roll for what happened in the intermediate period. if they gained or lost possessions, had injuries afflicted on them, pissed people off, got into debts with bad people, etc.
