English football fans (yes, I'm saying english, not british), are notorious for this sort of behaviour, hence them having been banned from international competitions in the past and so on. It's not the tiny 0.1% of english fans that behaves like a bunch of drunk retards
this behaviour even extends outside of football, english tourists are known cancers to every southern european country for starting street fights with hundreds of people over someone spilling alcohol - places like portugal, spain (I think italy as well, but not sure), have special insurances for these times, the english summer tourist time

Football is ingrained culturally in the UK the same way something like guns are in the US and yeah, it does bring a lot of problems. I'm not proud of how fans act in situations like these, they're drunk and shit gets out of hand. But shit gets out of hand everywhere. People go "omg those ENGLISH fans...." as if England wasn't getting booed and jeered at earlier in the tourney or as if it doesn't happen between other teams full stop.
