tbh maybe it could work again? Like changed massively though.
Firstly, change the world.
The CASTOR virus got released, but how did it release? In (gonna kms for this) the Maze Runner books, a large solar flare threw the world into chaos, and then released the virus. Work with something like that, allow creative freedom to change the weather and atmosphere from calm and tranquil in one moment, to sand-storms that can rip you apart.
Secondly, change the Mutations.
Mutations don't need to be removed for player characters, they need to change from SUPER POWERS to Mutations.
Controlling Blood? Sure. Controlling other peoples blood? No thank you, that's not a mutation.
The applicant should get logical reasoning behind it.
Let's look at healing others for example.
You could argue the mutant shoots a stream of cells from their skin, automatically grafting it onto their target, which regenerates quickly.
Black hole manipulation? Teleportation? Water Manipulation? Can't explain that, and that's because they're super powers. Make sure the power originates from the body of the mutant. More so, what Not-LP/Neb FTRP done regarding I think an offering/sacrifice system seemed niche and cool.
Thirdly, give power to player-driven conflict.
Allow players to play feral mutants. Largely mutated bodily, maybe turned into behemoths with a multitude of tentacles coming from their back, or someone with a tentacle arm that drags their victims into a sword. Allow them to play these types of things, give interest outside of events.
Finally, as a community our events have improved.
Look at HL2RP, have a system like that but for FTRP.
