Gmod Stutters / Internet Timeouts?

Hi, So basically as the title says I have some really weird bug or an issue with my GMOD. Whenever I join the server and for example, I spawn inside the nexus or UIL and walk to the CWU Warehouse, my game freezes for good four seconds before it unfreezes itself.

Also, Sometimes I simply get this script error:

And no, It's not a ping issue, I constantly have around 70/80.

Those errors are caused by a scoreboard breaking, basically, each time when you have that stutter, scoreboard resets, and loads only those who are currently rendered on the map. If someone who's not rendered types something on the chat or ooc, that error pops out. I have the same issue, and I have no idea what causes it, but it's pretty annoying especially when you are on your cop or another character, and disp or someone else tries to contact you.
