I presume the cop died before you got the suit(*body) to John Doe, so you could reason the suit had already send out the ping to the overarching network (Whether local or global, depending on if it still exists at all) as a "Hey, this guy died" thing. Now it's cut off/burned through any of the usefull tech on it to try and prevent repurposing.
Additionally, the suit is likely wrecked/torn up from having suffered enough damage to kill the wearer that it is better to replace the suit with something else. You are effectively risking being wrongfully identified by your friends as a cop by wearing it with little added benefit to off-set it.
Finally, depending on how far you want to push it/how involved the overarching network (be it AI, Dispatch, Overwatch or some other force) is in managing/monitoring data, having a unit get reported as KIA along with most/his entire team and then later, without getting info that a suit has been recovered, having that same unit suddenly either report itself as possessing some form of vital signs OR, again depending on how far you push it, suddenly get up and start moving again.
The latter being potential reasons for interest from Overwatch/The Combine-side in figuring out what happened, attempting to get their soldier/cannon-fodder back. Which could be either reasoned as John Doe or some other rebel that, unless there is a specific plan in mind to utilize the situation to achieve a goal, it's better to just ditch the suit somewhere and get some rebel gear instead (perhaps scrapping parts of the CP suit to make such a rebel suit)
This isn't a critique really against the staff team as such but its sort of something that needs to be said about the Combine side (having spoken to cop players here, I'm not just talking out my ass).
The Combine just don't have the same level of freedom and attention given as rebels do, frankly.
Rebels have the ability to sort of sit back, thrive and do all sorts of RP on their own that just isn't on the table for cops. When people are bored (and I'm not ripping into cops because rebels would do this if they were in the same situation, as happened in Ineu) they'll go out and try to interact with the other side or just break up the boredom.
Cops become the main driving force for the conflict because rebels have other shit to do and don't often seek it, and so they loop back to being seen as RP killers and shitheads for interrupting whatever the rebels have going on.
I get the Combine are the bad guys IC but they're also never going to be as vocal as rebels will if they're feeling hard done to.
tldr; Rebels have more shit to do and more cool avenues for RP so don't usually seek out S2K. Cops don't, so do, and become the OOC bad guys for it.

from an outside perspective reading this,worst day for you to say that, even if its otherwise true
we literally got game-ended an hour ago, minutes after walking out of the rebel safe zone. they were just around the corner from the tunnel we use to leave. we had enough ammo to shoot at the cops for 10~ seconds, and only about 20% of the rebels in the group were armed at all
a few rebel players are wondering if its worth leaving the trainyard at all

Like, two cops got shot/grenaded to make a body for John Doe yesterday because they were "out for some reason alone". I didn't see much mention about whether or not what they were doing got interrupted, y'know? Because of course they wouldn't. They're not gonna risk kicking up shit on the forums and rebels have always been more vocal about being wronged.

the thing is, rebels havent even had any super important set objectives really - most of rp has just been with each other on our side + some small events - which its why its even more annoying that when we *do* go outside to try and put stuff into action we get killed. i think both sides are capable of making their own fun but for one side this fun is primarily s2k. i dont have any idea what happened with two cops and john doe but honestly im just assuming they got shot first because basically every single interaction we've had with cops outside the gtc is a shoot first or get killed right after situation, which sucks but its the way it is because of combines actions this mapYou're missing my point a little. Also nah, you can spend months doing right by people and it takes one bad interaction to have people forget the rest, we saw that during Jidai and even earlier this year like in Ineu.

Should cops be ambushing people 20 seconds outside their base? Obviously not, that's shitty. But why are cops going out to find engagement so much? Probably because they're offered so little to do or no other objectives compared to rebels, who can do more even in the base.
Personal anecdote, but tonight's plans to build stuff outside the rebel zone have been the first time I've heard of rebels having any plans for this map. Up to this point, I've been making my own RP by interacting with specific map elements (plus admin oversight) that other people tagged along for (mostly because you need 5+ armed rebels at all times to exist anywhere within coastline for protection), but I don't have many more of them left to interact with before I'm back to RPing inside the main base.Probably because they're offered so little to do or no other objectives compared to rebels
