From what I've heard, the cutscenes aren't in retail because they couldn't afford the RAD license and are banking on getting cash from launch sales to buy the license, so they can then re-add the cutscenes.

Hence why Bolloxed's copy (Non-retail) has cutscenes, and nobody else does.
