Completed Hunting Rifle shots should not prompt [10-71] calls.

Description: It has been observed by numerous PD and EMS players that hunters using the Hunting Rifle will occasionally cause 10-71 calls, which means there's often a lot of false flag pings up in paleto. It'd be cool if the Hunting Rifle didn't cause this as it's hard to discern sometimes what is legitimate and what isn't.

What should occur: Hunting Rifle shots should not trigger 10-71 calls for PD/EMS.

Prerequisites: An EMS/PD character and someone else with a hunting rifle and ammo.

Repro steps:
1. Load EMS/PD character.
2. Flag on.
3. Have other player fire the hunting rifle
4. Observe.

As much as the constant 10-71 calls from Hunting rifles are incredibly annoying. I think there is still some merit to having them around from the LSPD perspective. Recently I responded to a call in Paleto Bay about a Hunter shooting at vehicles and what not. To know that there was a shooting report within Paleto Bay helped to give the crime report some credibility.

I believe a better alternative would be to introduce regions which are considered hunting grounds. If you shoot from the hunting rifle within said hunting grounds, the shot is never recorded as 10-71. Shoot with anything else and the report goes up.

If someone decides to hunt outside of the hunting grounds, the shot is recorded as 10-71. In which case, I think that should fall under a Poaching charge which is not yet introduced in the Penal Code. This will diversify what to potentially expect from a 10-71 call, morever, it will also prevent the Hunting Rifle from being referred as a silent weapon; a weapon that will cause you no trouble through misuse.

I propose that the two riverbanks that lead from Alamo Lake into the Pacific Ocean be the two large hunting Regions for people to participate in and hunt legally. The regions that I am proposing are also quite rural which should make it easier to contrast an active shooting from a hunting party; people shouldn't even be hunting within the towns in my opinion.

This seems like a lot more work than necessary due to the fact that iirc hunting rifles can't harm players.

If it can damage vehicles it could maybe get changed but I think that'd be easier than making deadzones on the map.

The hunting rifle is a pellet gun, it cannot be used to damage players. Was stated in progress update #6 iirc.

a lot of servers, NP being the most prominent, do this.

people shitlord with hunting rifles and start misusing them as sniper rifles in the city and you've got people RDMing from 5 blocks away. mechanically restricting it to its intended purpose—hunting animals—solves the problem.
