anyways the basic command works now, here's what the default datafile will look like, ish

just need to find a proper way to distinguish between CP's and civvies for special messages like this, and get a better line other than this possibly cringy "initiated into workforce" thing

For citizens -
TRANSFERRED TO DISTRICT WORKFORCE.

For CPs -
INSTATED AS CIVIL PROTECTOR. or INSTATED AS CIVIPRO FUNCTIONARY. or something depending how skyshield-esque you want it
