Suggestion MDT Casefiles

A beginning to longer investigations and detective work.

I suggest adding a separate page on the MDT called casefiles, while I imagine this would look similar to Incident Reports a key factor here would be that this section is meant to be utilized for longer-lasting investigations and keeping track of relevant incidents to the case.

I imagine that only those with authorization (Chiefs and perhaps later detectives?) should be able to make a new case file and then add relevant officers to permit them to adjust the case file.

I imagine it to have the following side-bars outside of the TITLE and NOTES/TEXTs

Suspects (and/or Offenders)
Officers involved
Persons involved (and/or Persons of Interest)
Related incidents (Permits you to add Incident Report IDs)
Evidence (Evidence that was found independently and not worth adding/making an incident report for but is relevant to the case, perhaps redundant)

The goal of this is to help and perhaps even encourage longer-term investigations and reducing a mental feeling/pressure that an incident report will need a sentencing as it's conclusion but instead releasing offenders/suspects and building a case.

I think a far better way to organise such a system would be to simply introduce tags for incident reports: [OPEN], [CLOSED], [PENDING REVIEW], [UNDER REVIEW] [UNDER INVESTIGATION], and [PENDING INVESTIGATION]. You can use these tags to quickly filter out incident reports. Thoughts?

I was hoping that by having it be in a separate space, it would help separate this more from being 'Incident Reports' and genuinely encourage long-term investigations with potentially various incidents under them.

Instead of having 5 incident reports against Suspect A that are under investigation, we have a single case file where relevant details, tasks or details can be noted down and relevant incident reports (those 5) can be linked to be looked into individually.
