The Treaty of Bucharest is signed.

Leaders from Trident, Lambda and other movements ratify the Treaty of Bucharest, which divides Europe into nation-states bound in a tight international alliance.

Regions of physical instability are discovered by American scavengers in the Midwest. These areas are named Cessation Zones because of the tendency of scientific laws to cease within their boundaries. Researchers from the Vance territories on the Atlantic coast discover that the Zones block any radio signals that pass through them.

Combine cults resurface.

The fledgling Combine cults located in Europe fall under the leadership of a single zealot. The zealot, rumored to have once been a Civil Protection officer from City Seventeen, offers her followers communion with the Combine through the consumption of psychedelic oils extracted from synth corpses.​
