You should be able to VPN to get around that, if you need a free one try betternet, there is a downloadable client and also a browser extension.
If you have no means as to get funds into that paypal account however, I can only shrug. Perhaps you can still link your MasterCard?

they are working on implementing stripe, that accepts btc too
